Imposing Modernity on the Informal Sector

What does Cairo need to do to be a global city? Cairo 2050 plan envisions massive redistribution of population away from the informal settlements to make room for wide boulevards, green spaces and new office towers. Cairo 2050 represents an idea of a “global city” based on the first-world urban development model, which is in stark contrast to the reality of life in urban Cairo.

The author argues that top down modernity is prone to failure when it is not contextualized. “Imposing formality on informal areas and transforming them into high-end development and green spaces would have catastrophic consequences for the poor and would exacerbate, rather than resolve, a housing crisis.”

ما يحتاج إلى القيام به لتكون مدينة عالمية القاهرة؟ القاهرة 2050 خطة تتوخى إعادة توزيع واسعة النطاق للسكان بعيداً عن المستوطنات غير الرسمية لإفساح المجال أمام الشوارع الواسعة والمساحات الخضراء وأبراج المكاتب الجديدة. القاهرة 2050 يمثل فكرة "المدينة العالمية" على أساس نموذج التنمية الحضرية العالمية الأولى، التي في تناقض صارخ مع واقع الحياة في المناطق الحضرية في القاهرة. ويقول صاحب البلاغ أن أعلى أسفل الحداثة عرضه للفشل عند ليس لها. "فرض شكلية على المناطق غير الرسمية وتحويلها إلى تنمية الراقية والمساحات الخضراء سوف تترتب عليه عواقب مفجعة للفقراء وسوف تؤدي إلى تفاقم، بدلاً من حل أزمة سكن".

Leveraging Social Networks to Generate Ideas

Cairo from Below has announced an Urban Futures Ideas Competition to solicit ideas on alternate urban visions. The proposals are due on September 1, 2012 in the form of Facebook posts. “The aim of this competition is to highlight underrepresented issues, individuals and groups. This will encourage the input of new voices by publicizing great ideas.”

The finalists will be those who garner maximum number of “likes” on Facebook and generate a great deal of debate and discussion.

Upgrading Cairo’s Informal Areas

A comprehensive report sponsored by GTZ - the German Technical Corporation, explores urban challenges as well as opportunities in Cairo’s informal sector. It discusses urban history, case studies and participatory urban upgrading projects. “The participatory approach is certainly not a panacea, it needs to be complemented by extensive public sector reform, a serious reduction of bureaucracy, and further decentralization efforts in order to be at all effective.”

“In Egypt, GTZ supports governmental authorities of various levels in performing their tasks by adopting a variety of conceptual approaches, such as participatory strategies for upgrading informal areas and capacity development. GTZ also strengthens private sector and civil society organizations in recognizing and exercising their responsibility within the urban community and their roles in resolving existing problems.”

Cairo Urban Transformation - Neighborhood Workshops

The HafenCity University, Hamburg and Cairo University are arranging two separate workshops on Cairo’s Urban Transformation. The participants will investigate, analyze and discuss a variety of neighborhoods in both Cairo and Hamburg.

First workshop would take place in Hamburg from August 20th to 30th, in the ‘Universität der Nachbarschaften’ (www.udn.hcu-hamburg.de). Second workshop would take place in Cairo from September 20th to 30th, in the Centre of Civilization Studies & Dialogue Of Cultures. The partner DAAD will cover all the costs for food and accommodation, flights and visa.

Cairo 2050 Plan

The Greater Cairo Region (GCR) with a population of 20 million is a large urban area comprising of Cairo, Giza, Qalyobiya, Helwan, Sixth October and the eight new urban communities. With its unique political and cultural significance and history, it is a global destination for many tourists.

Cairo 2050 Plan is an effort to reimagine GCR with a goal to foster sustainable urban development, increase its global and regional competitiveness, strengthen global linkages, integrate existing and new urban communities and encourage participation of all stakeholders in the planning process.

“As with other mega-cities, GCR is the prime engine of economic growth and the main population center in Egypt. Yet, this note comes with many key challenges; most importantly planning, infrastructure and service delivery which has been managed to barely keep up with the very rapid urban growth over the past four decades.”

Social Media App to Navigate Cairo’s Traffic

In a sprawling mega-city with population approaching 20 million, traffic jams are a part of the common public experience. However, Google is offering a way to leverage ideas and brains of young entrepreneurs by organizing a business competition for innovative ideas. According to Google’s VP of emerging markets in South and Eastern Europe, the Middle East, and Africa, “We’re not interested in starting revolutions. We have no position. But we know that if you empower people with enough information and knowledge, they will make the right choice.”

One such project is a winner of $200,000 in seed money. It is a social media start-up known as Bey2ollak, whose free crowd-sourcing app allows local residents to report on and avoid traffic. “Bey2ollak allows drivers and passengers to use smart phones to report whether specific roads and bridges in Cairo and Alexandria are clear, clogged, or impassable.”

Cairo’s Metro System

Cairo’s Metro is something of a miracle. It is efficient and orderly. Other than the change in the name of the downtown subway station from “Mubarak” to “Martyers”, it has remained the same since its opening. It is a place of refuge for people trying to escape the chaos and traffic congestion in the streets above. Approximately three million people ride the subway each day.

The area outside the stations is filled with vendors selling everything from fruits and daily necessities to SIM cards and tech gadgets. A third subway line stretching from Imbaba to the airport is under construction.
